Yes, you can delete those files.
How to delete those files without harming the Operating system.

Note : When y'all upgrade your current version of Windows to a newer version, the upgrade process will create backups of important directories from your previous version of Windows. These directories include your user profiles, Windows folder, Program Files directory, and other important locations. These backups are then stored in ii folders called Windows.old and $Windows.~BT, which tin be used later on the upgrade to recover whatever data that may not have been properly migrated over to the new version of Windows. These two folders, though, can utilize upward a significant amount of hard bulldoze infinite on your calculator. Therefore, if you are sure you no longer need whatsoever of the files in those folders and all of your information and apps have been migrated successfully, it is a practiced idea to remove these two folders to reclaim that space for other programs to use.
To delete these folders y'all can use a Windows tool called Deejay Cleanup.

This isn't at all helpful - the cleanup tool cleans upward the windows.old folder, where the two mentioned files do not reside. These are the windows ten install files and they sit directly in C:\.

I talked to windows answer desk today and they said that the $windows. BT and $windows. WS files are system log files and can not be deleted as they are an important function of the windows 10 arrangement.

If you do an upgrade in that location are some files in windows.erstwhile that would presumably be used if you needed to curlicue dorsum to your old windows install. However the .BT and .WS files are the installation bundle files which in my case don't even sit down on my windows partition and I've renamed them - they are also produced by the windows 10 media creation tool for a fresh install only cant be deleted which is a hurting because they are several Gb in size. I'grand hoping you might release a windows update in the time to come which removes the files or has a removal tool.
